TASER CITIZEN DEFENSE SYSTEM
The TASER® technology has proved itself an effective and safe
self-protection tool since 1994 for over
125,000 private citizens, many of whom do not want firearms in their
homes for safety reasons. We have
successfully instituted several safeguards that make TASER technology
a responsible self-defense tool
with our cutting edge AFID program that disperses 20-30 serialized
confetti that identifies the owner of the
TASER device. Our unique AFID program has successfully deterred criminal
use for the past decade.
Moreover, we conduct a comprehensive Social Security Number background
search that checks felony
and terrorist watch lists and verifies the age and identity of web
store citizen purchasers. In addition, we
provide a free training one-hour training session to citizens who
purchase TASER devices in conjunction
with local law enforcement TASER instructors. These safeguards combined
with registration, verification
and tracking systems ensure maximum protection to all parties while
enhancing overall community safety.
DETAILS: Our AFID program enforces accountability for each use of
the TASER and has worked
successfully for over a decade with citizen sales and involves three
factors: registration, verification and
tracking. At the time of purchase, we gather extensive personal information
to verify the identity and
background of the prospective buyer with the understanding that we
will not release the information and it
will be kept confidential. This data maintains the integrity of our
Anti-Felon Identification (AFID) system as
private unless a TASER device is used in the commission of a crime
in which we can trace the identity of
the unit and the owner of the device through the confetti that is
deployment any time our TASER devices
are deployed.
Each TASER Cartridge sold for use with the TASER has a unique serial
number. This serial number is
printed in a bar code format on the back of each TASER Cartridge.
At the time the probes are packed into
each TASER Cartridge, approximately 20-30 pieces of film printed with
the serial number of that Air
Cartridge are loaded behind them. When the TASER is deployed, these
AFID tags are dispersed at the
scene. The large number of AFIDS and their small size makes it impractical
to clean up. When police are
called to investigate any TASER use, they can find these tags and
contact TASER International for a
complete trace on the serial number.
ACCOUNTABILITY
TASER International was founded to create safer personal protection
alternatives, while utilizing
technologies to maximize public safety and minimize the potential
for misuse.
To purchase a TASER X26 or a TASER C2 it comes down three factors:
Registration, verification and
tracking.
TASER X26C: At the time of purchase, we gather extensive personal
information to verify the identity
and background of the prospective buyer with the understanding that
we will not release the information
and it will be kept confidential. This data maintains the integrity
of our Anti-Felon Identification (AFID)
system as private unless a TASER device is used in the commission
of a crime in which we can trace the
identity of the unit and the owner of the device through the confetti
that is deployment any time our
TASER devices are deployed. Online purchases of TASER X26C units require
a valid Social Security
Number in which ChoicePoint verifies this information and reviews
for felonies, terrorist watch lists and
proof of age. The device can then be purchased via credit card which
is also verified. Purchases of
TASER C2 units.
TASER C2: The TASER C2 is the first device to incorporate a revolutionary
new public safety
background check technology called SureCheck™. With SureCheck,
TASER C2 units are shipped in an
inactivated state. They cannot be used until the end user successfully
completes a background check
from the privacy of their own home using a secure web site or a toll-free
800 number. After completing
the background check, the user is issued an activation code unique
to their serial number. The TASER
C2 will work only after entering the activation code.
HISTORY
• The first TASER brand devices were sold to the public since
1994 called the AIR TASER Model
34000.
• The second generation personal protection units were called
the ADVANCED TASER M18 series
and were available in 1999.
• The third generation technology available to citizens was
the TASER X26C in Sept 2004.
• The next generation TASER C2 is available now for advance
orders with first shipments scheduled for April, 2007.
All shipments from TASER International are entered into our shipment
tracking system. The AFID
program was developed and implemented by TASER International at our
own cost. It is not required by
law; we think it's the right thing to do. No other self-defense device
weapon in the world — guns, knives,
chemical and pepper sprays, electronic defense units, or batons —
can be traced from evidence at the
scene of the crime to the registration of the user. It all comes back
to responsibility.
KEY POINTS:
TASER Cartridges: 15-foot Air Cartridges. (Note that the 21, 25 and
35-foot TASER Cartridges are for
law enforcement only)
TASER X26C: The main difference in the X26C vs. X26 law enforcement
model is that the X26C model
uses a 10-second cycle vs. a 5-second cycle and the range. Citizens
have 15 foot range versus 25 foot
range for law enforcement. Moreover, the X26C trigger can be triggered
several times to create a 30-
second cycle. The user can then deploy the X26C, squeeze the trigger
3 times quickly to create a 30-
second cycle (3 x 10 second cycle = 30 seconds), place the X26C on
the ground and depart a dangerous
scene while the X26C safely disables the intruder. The law enforcement
version cannot be squeezed
multiple times to create back to back cycles. The law enforcement
X26 uses a 5-second cycle. It can be
overridden by the user but the instant the finger is off the trigger,
the cycle stops. Multiple trigger pulls will
not change the 5-second cycle either.
TIMING CYCLE
TASER C2: The timing cycle is 30-seconds total upon its activation.
Its pulse rate is slowed down after
the first 10-seconds from 17 pulses per second to an average of 10
pulses per seconds.
POWER
• ADVANCED TASER M18L/M18: 18 watts; 0.50 joules per pulse into
load; and 3.6mA avg.
current
• TASER X26C: 5 watts; 0.07 joules per pulse; and 2.1 mA average
current
• TASER C2 (approximately): 5 watts; 0.07 joules per pulse;
2.1 mA average current

TASER™ devices are designed to significantly reduce the
likelihood of serious injuries or death. When used as directed, they
have been found to be a safer and more effective alternative to other
traditional use of force tools and techniques. Any use of force, however,
carries with it risks of injury or even death. To minimize these risks:
1. Read and understand all warnings before using the TASER device.
2. Do not attempt to use a TASER device unless you have read and understood
all instructions and have viewed the training DVD in its entirety.
3. Use the TASER device only in accordance with applicable federal, state, and
local laws.
Read and understand the following safety instructions and warnings before using
the TASER device. These warnings are effective October 1, 2005 and supersede
all prior warnings for TASER devices.
1. Always assume that a TASER device is loaded.
2. Keep your finger off the trigger until you are on target and ready to fire.
3. Keep your hands and other body parts away from the front of the TASER cartridge.
4. Store a TASER device in a secure location inaccessible to children and other
unauthorized persons. TASER devices are not toys, and users should avoid any
inappropriate deployments and/or activations, which may result in serious bodily
harm to the user or others, including animals.
5. The TASER device can cause temporary discomfort, pain, stress, and panic
which may be injurious to some people.
6. The TASER device can cause strong muscle contractions that may cause physical
exertion or athletic-type injuries to some people. These muscle contractions
can result in strain-type injuries such as hernias, ruptures, or other injuries
to soft tissue, organs, muscles, tendons, ligaments, nerves, joints, and stress/compression
fractures to bones, including vertebrae. People with pre-existing injuries or
conditions such as osteoporosis, osteopenia, spinal injuries, diverticulitis,
or previous muscle, disc, ligament, or tendon damage may be more susceptible
to these types of injuries.
7. These strong muscle contractions usually render a subject temporarily unable
to control his or her movements and may result in secondary injuries. Under
certain circumstances, this loss of control can elevate the risk(s) of serious
injury or death. These circumstances may include, but are not limited to, use
of the TASER device on a person who is physically infirm or pregnant, or a person
on an elevated or unstable platform, operating a vehicle or machinery, running,
or in water where the inability to move may result in drowning.
8. The stress and exertion of extensive repeated, prolonged, or continuous application(s)
of the TASER device may contribute to cumulative exhaustion, stress, and associated
medical risk(s). Severe exhaustion and/or over-exertion from physical struggle,
drug intoxication, use of restraint devices, etc., may result in serious injury
or death. The TASER device causes strong muscle contractions, usually rendering
a subject temporarily unable to control his or her movements. Under certain
circumstances, these contractions may impair a subject's ability to breathe.
If a person's system is already compromised by over-exertion, drug intoxication,
stress, pre-existing medical or psychological condition(s), etc., any physical
exertion, including the use of a TASER device, may have an additive effect in
contributing to cumulative exhaustion, stress, cardiovascular conditions, and
associated medical risk(s).
9. Avoid touching the probes and wires and the areas between the probes during
TASER electrical discharge.
10. If a TASER device application is ineffective in achieving the desired effect,
consider reloading and redeploying, using other force options, or safely leaving
the area of danger.
11. No weapons system, tool, or technique is effective in 100% of deployments.
Consider acceptable options, alternatives, and backup plans in case of ineffective
deployment when deploying, activating, or otherwise using a non-lethal weapon,
including TASER devices.
12. Avoid intentionally aiming a TASER device at the head or face. The preferred
target area is the subject's torso (center mass), or legs.
a. TASER probes can cause significant injury if deployed into
sensitive areas of the body such as the eyes, throat, or genitals.
b. If a TASER probe becomes embedded in an eye, it could result in permanent
loss of vision.
c. Repetitive stimuli such as flashing lights or electrical stimuli can induce
seizures in some individuals. This risk is heightened if electrical stimuli
or current passes through the head region.
13. In most areas of the body, wounds caused by TASER probes will
be minor. TASER probes have small barbs.
14. Use of a TASER device in drive (or touch) stun mode can cause marks, friction
abrasions, and/or scarring that may be permanent depending on individual susceptibilities
or circumstances surrounding TASER device use and exposure.
15. TASER devices can ignite gasoline, other flammables, or explosive vapors
(e.g., gases found in sewer lines). Some self-defense sprays use flammable carriers
such as alcohol and could be dangerous to use in immediate conjunction with
TASER devices.
16. The TASER device is a sophisticated electronic system. Only
TASER International approved components and proper accessories may be used with
the TASER device in order to ensure proper function and effects. Use of anything
other than recommended batteries, TASER Cartridges, or other TASER-recommended
accessories (excluding holsters) may cause malfunctions, will void the warranty,
and may put the user and/or others at risk of serious injury or even death.
17. Dropping a TASER device may damage the unit. If a weapon has been dropped
or damaged, or if a weapon has been exposed to significant moisture, do not
attempt to place the safety switch in the UP (FIRE) position until you have
contacted TASER International customer service and any damage has been repaired.
18. The TASER device incorporates a laser aiming aid. Laser beams can cause
eye damage. Avoid direct eye exposure.
1 These warnings cannot and do not address every possible appropriate
TASER device application; nor can they replace or override carefully considered
agency guidance and applicable law. Recognize that the tests of the legal appropriateness
of a use of force cannot be precisely defined or mechanically applied. The decision
to use a particular application of force requires careful attention to the facts
and circumstances of each case
